Changing the unwritten
Some places in the world discourage or outright ban single-use plastic bags. Customers are expected to bring their own bags. Good idea and many people always carry shopping bags with them.
But with the growing popularity of online meal delivery, this caused challenges if they use paper bags, which they did in the beginning. Paper bags can rip easily, especially in rainy weather. Eventually many food vendors return to plastic bags - not single-use, but reusable plastic bags that are heavier than single-use bags.
We now have a different plastic waste issue; as bad as before if not worse. The written rule is clear, but the implications are not.
It is hard to change the unwritten - the human behaviours. Negative and positive incentives need to align over long enough time for behaviours to change and set in.
When someone decides to follow Jesus, s/he can learn the written words of Jesus easily. Changing into Jesus-like behaviours is much harder and may take longer than expected.
A lifetime, actually, in my case.
